IIRC, authorizing with the same computer ID (again, assuming the hardware/network config is the same, I’m fairly certain the computer ID will be the same) does not use up another activation — just reuses the previously inactive one, so I think you’ll still be okay there.

Regarding the four installation limit, I believe (I know it works this way on Windows and I don’t believe it’s different for a Mac) that you should be fine re-installing it to the same machine (assuming the same hardware/network configuration) — that will still be one install. And technically, it’s a two-machine activation limit (so long as both machines aren’t using the software simultaneously) and a four authorization limit (if more authorizations are needed, as far as I’ve seen, requests to support are taken care of fairly quick).
Regarding the hang, I’m afraid I don’t have any advice to give. Giving a wild guess, I wonder if it’s just taking some time to unload things from RAM? Or is the hang permanent? Does it matter whether you have any instances of EZdrummer actually loaded, or was simply having it installed enough to cause your issue? Another random guess… is the VST installed along with the AU? I’m just wondering if it’s trying to read the VST the whole time Logic is open, and still trying to when it should be closing. From what very little I know of Logic, it doesn’t support VSTs? Wish I could be of more assistance. :-/

My guess is that, as an administrator, you somehow revoked some of your own rights — admins can do that, since they’re admins. 🙂
With the “Simple File Sharing” unchecked via the Control Panel > Folder Options,
here’s what the Security tab looks like for my C: drive (right-click the C: drive, click “Properties”)
(side notes: “Cystem” is the name of my C: drive, “Scarmiglione” is the name of my computer)
I’d like you to double-check that you have the same permissions set for both the “Administrators” and “SYSTEM” account here.
(On my system, “CREATOR OWNER” and “Everyone” only had “Special Permissions” checked and “Users” had “Read & Execute”, “List Folder Contents”, and “Read” checked. None of the Group or User account types had any “Deny” options checked. These, I believe, are all still on the system defaults.)
You might have other group or user account types as well, but I think the important ones in this case are just Administrators and SYSTEM (assuming your admin account is part of the “Administrators” group).
If your permissions vary, I *think* that setting them on the C: drive itself should cascade any changed permissions down to any subfolders by default. You can set up some dummy folders and test all of that if you like. And I think the Advanced tab gives even more fine control over this.
If your permissions are set up the same as shown/described, I would check the permissions settings for “C:WINDOWS” and, if it exists, the “Installer” subfolder. And finally, if it exists (maybe even after attempting the install), the .msi file itself.

Checking to be certain that your user account is in fact part of the Administrators group isn’t a bad idea either.
Rather than going through the Control Panel > User Accounts (which I rarely find helpful), a quick place you can check this is via Control Panel > Administrative Tools > Computer Management.
Once open, go to Computer Management > System Tools > Local Users and Groups > Groups
Double-click the Administrators group to bring up it’s description and list of members.
If your personal login is not listed as one of the members, then it’s not a part of the Administrators group.

But at least you have some things to check. 🙂
And like Rogue mentioned previously, the difference between 1.2.3 and 1.2.4 Cocktail may not even be worth worrying about.

Since I recently re-installed all my Toontrack stuff, Cocktail included, and did so on the exact same setup as you (XP Pro SP3, 32-bit) — it’s ~probably~ safe to say that it’s not the installer.
After looking through the provided solutions so far, and the unfortunate lack of success, I checked Google…

(on the other hand, there’s a good chance you’ll get the nearly-all-black everything-in-it-but-the-license-keys box instead of the individual EZX box if you order the physical thing online… …or offline, but at least there you can beg for it a little easier… … …so you might sorta not have the pretty box anyway)
since it’s download only, if you have to reinstall and don’t have a local downloaded or disc copy and don’t have the internet, you’re SOL… but you’re sorta SOL anyway, unless you happen to be on a computer you’ve used before and already have the response code from the internet (i.e., you’re just *re*-installing and saved all the codes somewhere).
you don’t get the opportunity to lose the discs
you have to wait for the download (… … …as opposed to waiting for the physical disc to arrive and waiting for it to install off of the slower-than-your-hard-drive optical disc drive)
you might have to find where you downloaded it
there’s no disc autorun
the download takes up hard drive space
umm… you don’t get to throw the disc around like a frisbee…
…you can’t microwave the disc…

…
…
I’m running out of disadvantages…
…but suffice to say… there’s lots of them! 😀

In that case, I simply don’t know what to tell you.
I’m afraid I don’t use Sonar, so I can’t say if perhaps you have a different skin loaded, or some setting slightly different between the two installs that causes the highlight on Sonar’s VST chrome.

I believe what you’re indicating is part of the “chrome” of your host software.
For example, it looks like this in REAPER…

…so… are the versions and configuration of your sequencer/DAW/host that you’re using the same on both machines?
