Hope someone out there can help.
Completely new to Toontrack software.

Is there any way to install and authorize SD3 in off-line mode on my non-internet based pc?
Any input would be greatly appreciated.

Yes, thanks that clears up the authorization but what about installation, I.e do I need to install the Project Manager or can I install directly from the .exe installation files?

The S3 sound library requires Product Manager for downloading. It doesn’t need to be on the computer it will be installed on though, so the library installers can be moved once downloaded.
