When doing re scan for plugin which of the 3 options  should I use?

Re scan for new modified

re scan skip new modified or clear cache and rescan?

Please help, I can’t load ez keys or ez drummer as plugin in reaper. I have followed previous advice including re installing without 32bit version from forum but they will not show up in Reaper. I did manage to install the ezbass and Audio sender. Will I need to find a more compatible Daw? If so please recommend one.
