I don’t know if there are free sequencers but one of the cheapest is probably Reaper: http://www.reaper.fm/.

Cakewalk SONAR Home Studio, the most basic version is only $100.  Very easy to use.

I’ve stuck with Cakewalk products for years, and have been pretty satisfied.

REAPER is also pretty good, but less MIDI options – the Step Recording function is pretty unuseable and Multi-timbral Multi-Instrument VSTs are difficult to set up and use easily.  Though is is very low on CPR usage and easy to figure out.  And cheap.
