I have midi midi notes set to:
Crash A – 49 (C#3) both head and rim
Crash B – 57 (A3) both head and rim
When I hit the cymbal each time when attempting the swell, it sounds like a crash-hit, not a swell.
Are my settings wrong?

You need to start with very soft midi velocities and build up to the final crash
Toonttracks samples the whole range so when you trigger a soft velocity it will be a crash but a lot darker and softer and it will build through the velocity range to the full hit of the crash in dynamics and tone.
Actually, I figured it out. I turned the dial up on the Multiple Hit Emulator.
