I dragged a 16th note closed hi-hat pattern into reaper from EZ drummer. I changed the (and of three) beat to an open hi-hat and removed the closed hi-hat on the last beat of the bar but it still played as two 16th notes. When I attempted to increase the length of the open hi-hat to an eigth note I could not get it to work. It continued playing as an open/closed hi-hat in 16ths. Do not know why I could not change the note length.
Anyway, I went back to EZ drummer and looked for an open hi-hat but could not find a pattern with the hi-hat by itself, so I selected a pattern where the hi-hat and kick was on the first beat. Removed the remaining part of the pattern and removed the kick from the first beat leaving me with an open hi-hat sound. I overlayed that sound onto the (and of three) in the measure. This eliminated the fourth bar of the original pattern. I then added the original pattern after the open hi-hat and reduced it to one measure in order to create the fourth beat in the measure. This gave me exactly what I wanted.
Closed hi-hat 16ths with an open hi-hat on the and of three, (8th note length,) followed by a closed hi-hat 16ths to finish to pattern. I was then able to copy and paste repeats of the pattern and saved it in user midi with the name of the song.
