Nevermind. Installing the latest version (V1.10.4) of the driver resolved the issue completely. Thanks for your help!
Yes, I have a Yamaha MX88 and connect it to Cubase via USB so the driver is necessary at times.
Uninstalling this driver completely did resolve the issue with EZKeys standalone. Does this mean I need to uninstall the Steinberg Yamaha USB driver each time I want to use EZKeys standalone? I realize when I would need this driver I could still use EZKeys within Cubase but having to uninstall when not in Cubase is inconvenient.
Any known settings changes or fixes for this conflict?

When I try to run the exe I briefly see a popup that reads something about “Windows configuring Steinberg USB Driver” then the installation window appears and nothing happens. But I am trying to run the standalone version.
Cubase: 9.5 Pro 64 bit
I only have one ezkeys.dll file located in:
C:\Program Files\Steinberg\VstPlugins\EZkeys.dll
The exe is here:
C:\Program Files\Toontrack\EZkeys\EZkeys64.exe
Maybe exe can’t find it?
Does the Toontrack Product Manager show it as installed?
Yes
Have you rebooted the computer after installation?
Yes, no change.
Does EZkeys work in Cubase?
Yes
