When I open ezDrummer 2 standalone, I have access to all my ezx libraries, but when I open inside of Cubase 13 I cannot open Action! or Latin Cuban Drums. Inside Cubase it also tells me the my versions need to be updated, but when I open the standalone it’s not a problem. Also in the Toontrack Product Manager everything shows “Up to date”. However, the “FULL PRODUCT INSTALLER show EZdrummer 2 version 2.1.8. Below that under UPDATES it shows EZdrummer 2 version 2.2.3n (downloaded and installed).
Has everything opened in your Cubase 13 before? I’m guessing 13 can’t run EZD2 and needs EZD3.
Judging from your post, you have two different VST‘s installed. You should hunt for the out of date VST and remove it and point Cubase to your up-to-date VST.
