Check what your download location is (in Tools > Options). It seems the Product Manager is unable to create files in that folder, so either fix the folder permissions or change the location.
As Olof said, perhaps you are trying to either download to a folder to which you don’t have permission or the permissions are whacked on the folder you trying to download to and you need to repair them. This can be done using Disk Utility on the Mac.
