How to place 1 chord per beat when creating a chord progression

Is there a way to place 1 chord per beat. It seems I am only allowed to place chords one bar apart or 2 beats apart.

you can use the scissors tool to cut chords on the beat.

alternately, you can place the playhead on the beat when inserting.

ps. if you are unaware, zooming out on the track exposes the beats & further subdivisions.
