I have been looking for an answer about this but I have found contradictory answers, and in any case all the answers I have found were from a few years ago, so I don’t know what it will be like now.
The thing is that I am interested in buying 2 or 3 drum midi packs, but I do not have EZ or SD (I use a vst that came free with the purchase of my audio interface).
Can these midi drum packs be used in other VSTs ?

Can Toontrack Midi packs be used in other VSTs?
Generally no.
If I buy a drum midi pack from Toontrack, it’s not straight forward midi files.
If I buy a drum midi pack and own EZD, I can first open that midi pack in EZD, and then drag it out. Only then is it a universal midi file.
Anyone who says yes is skilled and knows how to extract the midi from the Toontrack midi without the core program.
I advise not purchasing any midi packs from Toontrack unless you own the core program it is intended for.

It’s a shame, no doubt EZ/SD is a fantastic program (maybe the best in his class), but 179€ is way too expensive for a simple “non-professional” hobbyist (as most VST’s users are, I think), and unlike others companies Toontrack doesn’t offer a student discount, so I’ll have to pass.

Aside from the fact that I disagree with your observations, you can use the MIDI in other instruments (MIDI in and of itself it agnostic). However, unless you map your other instruments to TT’s MIDI, they will not play properly.
There is also the sonic aspects considering that the drummers that often record the MIDI are using TT products, so their playing is pretty much tuned to the results that they are getting in either EZD/SD3. So even if you map it properly, it probably won’t sound the same in your free VST. However, you get what you pay for.

Our Drum MIDI can be used by other programs besides Toontrack products.
We recommend that you use Toontrack products for the best compatibility but if you want to use the MIDI in other programs, you can directly copy the MIDI from the Contents folder.
The MIDI should be in the Midi folder. Some of the sub-folders only contain .header files, and that is intended, but the .mid files should be in some of those folders too.
