I just downloaded it twice…
and both times, I got the same error that you did.
EDIT: tested MAC version only
I just tried to download the installer and it worked fine, so the file on the download network is ok.

Tried again multiple times, different web browsers. Can’t seem to understand what’s going on…
Problem solved. Apparently you need to make sure that your system allows downloads from 3rd party host.
For that you need to go to System Preferences, Security and activate the anywhere button.

I purchased several toontrack products recently. I installed, registered and authorized each one with success except for the Rock Solid pack.
Once I changed the security prefs the Rock Solid pack worked…go figure!
