I start a song off with a fill that has snare, bass, and cymbals but when the fill finishes after two bars the verse starts and the snare drum is lower than the snare in the fill. When I increase the snare volume through the mixer it raises the snare volume in the both the groove and the fill.
How can I control the volume of the snare to bring the volume down in the fill but not the grooves. Why can’t I select a groove or fill and lower or raise the volume on that selection only?

What you want to adjust is MIDI “Velocity” not Volume of the channel in the mixer.
Velocity can be adjusted for any instrument on a groove by groove basis in Edit play style.
Simply double click the groove > select the instrument that you want to adjust > then raise or lower the velocity control.
