I need help: is it possible in any way as stand alone or with a daw “cubase 10” to use/listen to a wave guitar track, and then build my drum track off the actual guitar track.. HELP PLEASE
Yes. Record your guitar wav file to a click track in Cubase. Load S3 as a VST instrument in Cubase. Make sure Follow Host is active in S3. Create your drum track in the S3 Song Track or drag and drop from the S3 MIDI browser onto your Cubase MIDI track that is assigned to S3.
Now, if your guitar track wasn’t recorded to a click, you’ll have to use some of Cubase Tempo detection tools to create a tempo map that S3 can follow. Then proceed as above.

Or better yet, use SD3’s Tap To Find to find a groove to record your guitar guide track to. You can then build everything up from there.
