I created a new project with a sample rate of 44.1 KHz and no difference in the sound output. I still get a static crackling sound.

Have you tried increasing the buffer size in protools?

    Cubase Pro 11 x64 with jBridge | WaveLab Elements 10.0.50 | W10 Pro x64 Dual Boot on 2 SSDs plus 3 SSDs for samples and project/audio files | i7 5930K @ 4.6GHz (stable) | ASUS X99 Pro | 32GB G.SKILL Ripjaws RAM | RME HDSPe AIO | GPU AMD Radeon RX 580 Series | Mackie HR624 MKII | 2 x UAD2 Solo PCIe | 2 x 24" LED monitors...

The buffer setting in Protools 10 has been removed.

For example, in the “What’s New in Pro Tools and Pro Tools HD”

Chapter 8: Storage and Disk Performance
    Enhancements

the DAE Playback Buffer Size setting
provided in the Playback Engine in lower
versions of Pro Tools is no longer necessary and
had been removed. Also, for Pro Tools software
only, the Cache Size setting has been removed
    as well.
    Additionally, the Open-Ended Record Allocation
settings provided in the Operation Preferences
in lower versions of Pro Tools are no longer necessary
    and have been removed.

In Protools 10 this section of the product has been completely rewritten and optimized.

I removed Protools from the equation.

Only using Toontrack Solo and setting Option->Audio->Audio Device, and select “Output (Digidesign Eleven Rack)” I still get the static crackling sound.

The problem was the USB cable that came with the Eleven Rack.

Use a high quality cable and the samples sound great!
