In SD3, is it possible to create a drum kit with 2 snares?
In short: Yes
To expand: You can both Replace another existing instrument with a Snare (e.g. switch a Rack Tom for a Snare) and Add Instrument as a new piece.
There’s a lot to cover when it comes to Microphone Routing, Properties, etc. but I guess that answers your question?

I can’t switch a Rack Tom for a Snare, SD3 offers only toms to select from. However, I can add an instrument so that it shows up on the upper left corner as an additional instrument.

You didn’t go far enough. When you right click on the tom you want to switch out cursor up a little to ‘search for instrument’ and click that. When the next window opens deselect ‘toms (instrument type)’. While you’re in that screen go to the third partition towards the top marked ‘instrument’ and then select ‘snare’. You’ll then be presented with a listing of every snare you have in the window partition that occupies the bottom part of the ‘search for instrument’ screen. The graphic on the main kit screen will show a snare in place of the tom you wanted to swap out. You won’t see a snare stand.
