What is the term used for when the drummer is playing a closed high hat and then opens and closes it really quick, like for an accent? And how do I search for it in SD3?

I don’t think there is hat sample that does an open & close in one shot. You need to record an open hat (say on 4&) and then a closed hat (say on 1) to create that. If you are just looking for a quick accent maybe you could go for a splash cymbal. There are also a crash cymbal articulation called ‘mute hit’ that might serve your purpose.

Thanked by: James FordMick is correct. There isn’t one in SD3. Choose an open hat on the beat you want it to open and a closed hat on the beat you want it to close. Ends up sound pretty close. Once you get it setup sample the different open articulations to find the one suits the sound you are looking for. It’s called a hi hat bark by the way.

There might be a way to choke the open hit hat when the next closed hi hat strike occurs. Not sure how to do this in SD3 yet, but it is pretty standard practice.
I wonder if you can create choke groups in SD3?
If it is not possible in SD3 then an alternative is to use midi automation. Just drop the volume at the cross-over point then bring it back up to unity before the next open hit hat.

Choking an open hit might more or less refer to grabbing it with your hand as opposed to closing the hat. In this case, if there wasn’t a mute-tail articulation available for the hat, you would want to use an envelope triggered by an aftertouch MIDI CC. For the hi-hat “bark”, which is what the OP is referring to, that would be the opening and closing of the hat in rapid succession (probably best done in grid editor for best timing).
