It’s located in the library Superior Drummer 3 – Percussion. You’ll see it in the Grooves tab, where you can select “Superior Drummer 3 – Percussion” in the Library filter column, or simply do a text search for cowbell. Remember to clear any active filters before this, so a “Snare” filter, for example, isn’t active.

right-click e.g. rack tom 2 and ‘Search for Instrument’, make sure you clear the Filter, select Percussion + Cowbell and then select the Cowbell and ‘Replace’.
