can I buy just the metal version or must I buy ezdrummer2 then expand it

You need to first buy EZdrummer2 before you can get any
expansions. This is the opposite of how it works with
EZkeys.

All EZX expansion libraries require EZD2 or Superior Drummer 2 to run them in.
