Effects can always introduce low frequencies into the mix, so if you want to clean up your low ends with a high pass filter, it’s not a bad idea. If you have an effect that you aren’t sure if it high pass filters the sound or not, to be sure – add one in the end of the chain.
The same goes to low pass filter, even if it’s not as common as high pass.
