This has to be bad for business. I will not be purchasing anything until they fix product mangler.

If it says “File could not be opened” like in that screenshot, it means Product Manager is unable to create the file in the download folder (or open an already existing file but this does not seem to be the case here). It could be that the folder is write-protected or there is something wrong with the disk. Are you able to download any other files or you get the same error for everything? In Preferences in Product Manager you can change the download path – but it does not affect already started downloads unless you use the Move function in the preferences window (or delete and restart the downloads).

I’m seeing the same problem on macOS. I checked the file write privileges in the download folder, and they seem to be in order. When I look at the incomplete download file, it contains zero bytes—but it has been created. When I delete it and try again, the same problem occurs. Plenty of room on the local disk.

Could it be that the DM can’t open the file at the server end?

You purchased an EZkeys MIDI pack without having an EZkeys Sound Library. That is what the error message is referring to.
